Job Purpose1. Strengthen institutional capacity in asset lifecycle management, preventive maintenance, and cost recovery 2. Support the digital transformation of WASH service delivery workflows 3. Ensure institutional systems are compliant with sanctions and humanitarian standards 4. Build internal capacity through side-by-side support and knowledge transferKey Responsibilities1. Conduct institutional capacity assessment to identify gaps in asset management and operations 2. Develop and implement digital tools for tracking assets, workflows, and maintenance schedules 3. Support design and institutionalization of cost recovery models in coordination with local authorities 4. Facilitate development and adoption of Standard Operating Procedures (SOPs) 5. Provide technical coaching to at least 25 directorate staff 6. Ensure all tools and systems are aligned with WASH Cluster guidance and donor compliance requirements 7. Coordinate with Idleb Engineering Syndicate and Khan Shaykoun Municipality for aligned technical oversight 8. Prepare monthly progress reports and contribute to quarterly joint evaluationsNote: the above-mentioned key responsibilities/accountabilities are illustrative one’sOther future responsibilities/accountabilities may be assigned to the job depending on the department's organizational chart.Qualification (Education/Work Experience)1. Essential:* Bachelor’s degree in Engineering, Water Resources Management, or a related field (Master’s preferred) * At least 5 years of experience in WASH systems strengthening in humanitarian/recovery settings * Proven experience in digital transformation of workflows and institutional system building * Familiarity with Syrian WASH sector, government structures, and compliance frameworks1. Desirable:* Strong interpersonal and facilitation skills for working with local institutions and technical actors * Over five years of professional experience in the WASH project sectorCore & Managerial Competencies1.
