ORGANISATIONAL CONTEXT AND SCOPE:Regional Support Office (RSO) of the Bali Process on People Smuggling, Trafficking in Persons and RelatedTransnational Crime, specifically the Border and Migration Management (BMM) team, in collaboration with theInternational Organization for Migration (IOM) and associated donor-funded projects.The RSO Screening & Referral Toolkit is a multilingual mobile and web-based application developed to assistfrontline officials in identifying and referring individuals exhibiting indicators of vulnerability, includingtrafficking victims, unaccompanied asylum-seeking children, and asylum seekers. Following an independentreview by the Australian Institute of Criminology (AIC), several functional enhancements were recommended(e.g., analytics, referral tracking, first-tier indicators, multi-tenant login, UI/UX improvements).To support the procurement and implementation process, a dedicated Technical Consultant is required. RSOand IOM are initiating an open competitive procurement to select a qualified technical consultant to evaluate,select, contract software development vendor to deliver function enhancement to the RSO-UNHCR Screeningand Referral Toolkit.2. RESPONSIBILITIES AND ACCOUNTABILITIESThe consultant will provide advice and technical quality-assurance to support the Regional Support Office (RSO)of the Bali Process and IOM in the evaluation, selection, and contracting the new software development vendorto deliver functionality enhancements of the RSO-UNHCR Screening & Referral Toolkit mobile application.Category B Consultant: Tangible and measurable outputs of the work assignmentMilestones shall be paid against submitted reports, with report format to be agreed upon after contractsignature. A. Pre-contracting phase• Conduct a review and validation of the software development vendor TOR to ensure clarity, remove unnecessarycomplexity, and adjust requirements where appropriate to encourage more competitive pricing.• Provide written recommendations for TOR improvements, including options to simplify deliverables and technicalrequirements.• Propose alternative technical solutions that achieve the same outcomes while reducing cost or risk.• Review and provide formal responses to all technical clarification questions from vendors during the biddingprocess.• Develop a technical scoring matrix and lead the evaluation of vendor proposals to ensure they meet TOR'sfunctional and non-functional requirements. B. Contract Implementation phase• Conduct technical interviews or "deep-dive" sessions with shortlisted vendors to verify their expertise in thespecific tech stack (e.g., React, Flutter, SQL, etc.).• Translate complex technical challenges into clear, actionable business language for the Project Manager andstakeholders.• Attend all regular technical meetings with the Vendor to act as the technical expert of IOM.• Identify potential technical bottlenecks (e.g., third-party API limitations, hosting issues, or security vulnerabilities)before they impact the timeline.• Maintain a technical risk register and provide the Project Manager with immediate escalation and proposedmitigation strategies for high-priority issues.• Ensure the vendor provides comprehensive technical documentation, including API maps, database schemas, andadmin manuals.• Assess any "Change Requests" from the vendor to determine if they are technically necessary or if they fall withinthe original scope of the TOR.• Perform a final review of the system architecture, security patches, and documentation before the project isofficially closed.• Provide written technical justification for vendor decisions or requests where necessary.Deliverables and Indicative Timeline Deliverable 1 - Pre-Contracting Output (30%)Indicative timing:• Technical responses to vendor questions.• Technical scoring matrix.• Evaluation guidance tools.• TOR Review Report with recommended amendments and simplified requirement scenarios. REQUIRED QUALIFICATION AND EXPERIENCE Education and Experience:● Experience with mobile app development, cloud infrastructure, API design, and security standards.● Experience evaluating software vendors or conducting technical evaluation. Skills:● Ability to read and interpret system architectures, codes and application programming interface.● Strong communication skills, able to translate technical issues effectively. Languages:Fluency in English is required.Travel RequiredShould the Consultant be required to travel by the Organization, the Consultant will be provided withtransportation or reimbursed for the cost of their travel following advance agreement and in accordancewith IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA)according to IOM’s established rates, during their stay in the place of duty while on TDY.4.
