This is a full-time, on-site contract opportunity. Thesalary will be commensurate with an FSN 12 position within Colombia.WHA, Overseas, Colombia, Senior Humanitarian Affairs Technical Advisor (FSN 12 equivalent)This position is responsible for performing the full range of grants management functionsfor the Bogotá Foreign Assistance Hub within the Department of State (DOS). The Specialistprovides expert-level advice and guidance to office management, technical staff, and—with the direction of direct hires—implementing partners on complex procurement, grants,and cooperative agreements in support of the foreign assistance portfolio. The positionengages in the administration of DoS assistance programs through various foreignassistance mechanisms, to ensure that U.S. Government (USG) project objectives areachieved in accordance with financial, timing, and regulatory requirements. The primaryproduct of this position is the successful implementation of DoS Assistance Programsprojects and activities.Duties and Responsibilities:Under the direction of a direct hire, the Senior Humanitarian Affairs Technical Advisor willdo the following:Contract, Cooperative Agreement, Grant, and Activity Administration• Provides expertise and guidance on the design and award process of complex, high-priority, or multi-faceted awards, ensuring awards align with broader strategicgoals.• Provides high-level technical guidance and strategic oversight for complex or high-priority DoS assistance programs in alignment with designated responsibilities.• Monitors compliance with award terms, conditions, and applicable policies andregulations.• Advises Hub on procurement planning and strategy, ensuring alignment with FAobjectives and compliance with U.S. Government regulations. Reviews statementsof work, program descriptions, and cost estimates; prepares solicitations; leadscost/price analyses; drafts negotiation memoranda; and prepares awarddocumentation.• Supports the oversight of contracts, grants, and cooperative agreements from awardthrough close-out. Reviews invoices, financial reports, and deliverables forcompliance. Prepares and reviews modifications, incremental funding actions, andextensions. Monitors partner performance, identifies risks, and coordinates auditsand corrective actions.• Provides authoritative advice to Mission leadership on acquisition and assistancepolicy and interpretation of regulations. Contributes to Mission procurement plans,portfolio reviews, and prepares justifications, waivers, and competition memos.• Serves as primary point of contact for policy updates, templates, and training.Technical and Advisory Support, Program Development, and Project Design• Provides authoritative advice to Hub leadership on acquisition and assistancepolicy and interpretation of regulations. Contributes to Hub procurement plans,portfolio reviews, and prepares justifications, waivers, and competition memos.• Serves as primary point of contact for policy updates, templates, and trainingrelated to acquisition and assistance.• Engages in Planning and Strategy Development, to include the preparation andcompiling of performance and reporting documents such as Country and RegionalStrategies, Operational Plans, Performance Reports, and supporting activities, asapplicable.• Contributes to the Project Design process and support activities to operationalize thepost’s development strategies.Performance Monitoring, Analysis, and Reporting• Monitors implementing partners’ performance and verifies that it conforms to thetechnical requirements and quality standards outlined in the award mechanism.• Conducts site visits to gather data and verify progress toward project objectives.• Obtains project data, analyze performance data, and provide input into repositoriesto support the advancement of broader post objectives.• Drafts, authors, edits, reviews, and updates documentation for project and other relevantadministrative reporting activities. This includes the preparation of internaldocuments (e.g. memoranda, spreadsheets, databases, checklists, etc.) asmandated by DoS regulations, and in support of general administrative andcollaboration, learning, and adapting activities.Stakeholder Engagement - USG Inter-Agency, Host Government, Donors, Partners, Multilateral Group Engagement• Supports the DoS in key stakeholder engagements, manage information flows, andprovide strategic input to inform decision-making and advance objectives. Thisincludes written and verbal communication, and presentations to cross-culturalaudiences that convey DoS standards, policies, and priorities.• Builds partnerships, facilitate communities of practice, and serve on working groups,committees, technical review panels, and other administrative or governing bodiesthat are stakeholders in the subject technical area of the position. Offers strategicand technical input and represent DoS in efforts to align actions amongstakeholders during project implementation.Financial Management - Budget Tracking, Financial Oversight, and Administrative Controls• Responsible for managing project and program budgets, ensuring funding pipelines,and overseeing the financial aspects of awards.• Prepares and monitors the financial status of awards on an ongoing basis, includingtracking quarterly accruals, incremental funding, and budget execution, to ensurecompliance with Agency financial regulations.Information Management - File Documentation, Upkeep, Retention, Disposition, and Collaboration• Establishes and maintains files in accordance with DoS standards and use mandatedelectronic storage applications for document retention. This includes maintainingrecords of all monitoring and oversight activities, site visits, correspondence withimplementing partners, and all other relevant actions taken in designated oversightroles.Qualifications RequiredCandidates MUST be authorized and able to work daily in Bogotá. Education: Master’s degree in public health, international relations, humanitarian affairs,or a closely related field.Experience: At least seven (7) years of progressively responsible experience inhumanitarian, migration, or public health programming or regional crisis response.Language: Level III (Fluent) English and Level V (Fluent) Spanish required.Knowledge: Advanced understanding of the humanitarian context, cross-borderoperations, and coordination mechanisms (e.g., Health Cluster, R4V, HCT). Familiarity withU.S. Government foreign assistance structures.Skills and Abilities: Strong analytical, representational, and writing skills; proven ability towork in complex political environments; and capacity to coordinate with multiplestakeholders.VI. Post Entry TrainingTraining in U.S. Government foreign assistance coordination, humanitarian response,global health diplomacy, monitoring and evaluation, and regional migration frameworks.VII.
