This is a full-time, on-site contract opportunity. Thesalary will be commensurate with an FSN 11 position within Pakistan (7,358,000 - 11,320,000 PKR).DUTIES AND RESPONSIBILTIES:Under the direction of a direct hire, the SEIA will perform the following duties:a. Technical Engineering Resource and Backstop - 50% The SEIA provides support indeveloping and reviewing the overall DoS’s strategy for the implementation ofsubstantive and major infrastructure projects; drafts and provides expertise in draftingconcept papers, activity approval documents, implementation letters, agreements, andother obligation documents for the planning and designing of new infrastructureprojects. The SEIA reviews a variety of engineering design proposals, technicalspecifications, cost estimates, Invitations for Bid (IFB), bid evaluations, contracts,performance bonds, and disbursement documents to assure conformity with projectagreements, implementation letters, contracts, regulations, good engineering practices,etc., and recommends approval/disapproval and/or changes as required.The SEIA assists in reviewing and evaluating solicitation and proposal documents forengineering activities and procurements, such as information for bids (IFB), Annual ProgramStatements (APS) and requests for proposal (RFP). The SEIA participates with the hostGovernment officials and consultants in pre-bid conferences, evaluations of bids, approval ofawards, and in contract negotiations. Thorough experience and knowledge of constructionwork, norms aspirations, capacities, etc., and in consultation with appropriate host governmentofficials, the SEIA provides input for new project designs, such as technical descriptions andanalyses, cost estimates, technical design criteria, implementation schemes and schedules,personnel and equipment requirements, training programs, institution improvement plans, andenvironmental examinations and assessments.The SEIA will provide technical support to program managers to represent the Agency and/orthe representative office at bid openings, evaluation and post award meetings. Specificresponsibilities for this position include but are not limited to:• Supports program managers/GOR in the planning, analysis, implementation andevaluation of engineering and infrastructure projects in support of the full range offoreign assistance objectives (governing justly and democratically, investing in people,economic growth, peace and stability, and humanitarian assistance).• Supports program managers/GOR in managing U.S. Government resources,implementation teams, contractors and grantees to achieve specificprogram objectives and results consistent with overall U.S. domestic and internationalrules, regulations, policies and laws.• Supports the Office of the Coordinator of Economic and Development Assistance(ASSIST) in the project design and implementation of infrastructure and otherconstruction projects. Supports engineering and infrastructure activities byresearching, reviewing and analyzing data, providing assistance and advice onengineering and infrastructure issues.• Coordinates and manages strategies, policies, concepts, procedures, and guidelinesfor establishing infrastructure projects. Analyzes technical constraints to engineering andinfrastructure projects and recommends professional, sound courses of action.• Coordinates program development, implementation, and performance monitoringplans. Supports contracting activities for architecture and engineering, constructionmanagement and construction services, and monitors progress to ensure compliancewith design and contract specifications, safety, and environmental standards.• Coordinates assigned activities within the Department of State, and other USG agencies,other donors and governments, and the private sector.• Performs a variety of duties related to special projects involving program issuesthat contain complex elements.• Provides technical guidance to several areas of emphasis within the overallportfolio, e.g. water and sanitation infrastructure, roads and transportation, energy,hospitals, clinics, schools and other public facilities, housing, etc.• Provides cost estimates and determines project feasibility. Supports projectmanagement activities, direction of construction, operation, and maintenance activitiesat the project sites.• Assists in the preparation and presentation of engineering reports, such as bid requests,cost-benefit analyses, environmental impact statements, and feasibility studies.• Serves as a technical resource in developing programs and operational plans fornational, regional, and/or local service delivery objectives.• Supports policy reform efforts that include but are not limited to: operation andmaintenance, utility management and administration, cost recovery and sectorcommercialization.• Acts in a diplomatic, professional, and respectable manner as a contractor to U.S.Government in formal and informal settings.b. Support GOR/project managers in project implementation - 30%The SEIA supports on major Agency infrastructure programs and projects, providing directassistance to less experienced Activity Managers in the Agency, advising Mission, IP, and hostgovernment officials on policies, regulations, guidelines, and procedures regardingenvironmental assessments, engineering and other project implementation matters,procurements, sub-project selection criteria, construction standards, construction supervision,reports and disbursement; prepares or supervises the preparation of Initial EnvironmentalExaminations (IEEs) and Environmental Assessments (EAs) in consultations with the MissionEnvironmental Officer, and continuously monitors compliance with rules and regulations;monitors host government and contractor compliance with program agreements andimplementation schedules, USG directs contract requirements, USG-funded grants, fixedamount reimbursement agreement, and host-country contracts; and, detects problems andinitiates required corrections, or advises host government, IP, and agency staff on actionsrequired to resolve deficiencies.c. Field Trips and Outreach - 20%The SEIA schedules and supports GOR/Program Manager in making field tripsas required to monitor the performance of less experienced Agency engineeringstaff, observes project implementation progress, assures compliance with contracts, grantagreements and implementation letters, and assures proper oversight of contractorperformance, assuring implementation problems are resolved quickly. The SEIA preparesperiodic and special program and project implementation, and other reports. TheSEIA assists USG leadership and visiting USG officials in public meetings, field trips, anddiscussions with host government officials and partner organizations. As required, the SEIAdirectly coordinates and leads Congressional Delegations (CODELS) to project sites and interactswith senior host government and USG officials prior to and during these information-gatheringvisits.SPECIAL KNOWLEDGE, EXPERIENCE AND EDUCATIONAL REQUIREMENTS:Candidates MUST be Citizens of Pakistan and able to work daily in Islamabad.Education: A bachelor’s degree in civil engineering from a recognized and/or accreditedUniversity is required.Certification: A Project Management Professional (PMP) certification from a recognized and/oraccredited entity is preferred.Prior Work Experience: A minimum of ten (10) years of progressively responsible, job-related,professional-level experience in infrastructure planning, design of programs/projects, projectimplementation, and monitoring and evaluation in a diverse U.S. Government workingenvironment is required. This experience should include providing analysis and interpretation ofengineering data, and presentation of findings in written form.Language Proficiency: Level IV (fluent) English and Urdu language proficiency, speaking andwriting is required.Job Knowledge: The work requires in-depth professional knowledge of general engineering andconstruction principles, theories, concepts, and practices, as well as the ability to apply standardengineering practices, methods, and techniques in difficult environments in order to fosterprogress on general engineering programs/projects of broad scope, with substantial latitude forindependent action. Thorough knowledge of infrastructure program management in the U.S.Government work environment is required.Skills and Abilities: The work requires a high order of skill in communicating with others, clarityand conciseness of verbal expression, and persuasiveness in obtaining the cooperation of thosewhose efforts must be integrated and coordinated into successful completion ofprogram/project implementation.
