Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management. As part of its community development portfolio, IOM is implementing a project with the Government of South Sudan in partnership with World Bank the Regional Climate Resilience Program (RCRP), that seeks to prevent the impacts of flooding in targeted areas of South Sudan.Under overall supervision of the Senior Programme Coordinator (Community Resilience and Disaster Risk Management) in Juba and direct supervision of the DRM Program Officer, in collaboration with relevant units, the Project Officer (Flood Mitigation) will be responsible in engaging in and supervising parts of the IOM component of the flood mitigation projects currently operational in IOM South Sudan.Responsibilities1. Coordinate the overall implementation of the project, including the oversight of the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.2. Provide operational guidance and technical supervision to the project staff, assisting on programmatic strategy and implementation. Oversee the project progress specifically aimed at increasing effectiveness and recommending appropriate action.3. Support the monitor and progress against Project’s strategic objectives, benchmarks, and provide advice with respect to improvements and corrections; coordinate the establishment of a common Monitoring and Evaluation (M&E) Framework that incorporate regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer in the Country Office.4. Identify priority areas for project development and contribute to the development of new projects by selecting and summarizing background information, assessing the local context and segments for new project proposals.5. Supervise the personnel assigned to the project, as well as Consultants/Implementing Partners (IPs) recruited to support and/or undertake specific activities. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.6. Support monitoring and compliance with project partners, project staff and implementing entities. Liaise with Government entities, IPs, United Nations (UN) agencies and other stakeholders in the project.7. Coordinate with other units in the Country Office for a smooth implementation of all project activities.8. Coordinate the adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with the donor and relevant Units at HQ.9. Draft quality progress Financial, Narrative, and other reports related to the project activities. Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders by ensuring timely submission and compliance with donor and IOM requirements.10. Participate in relevant conferences, workshops, steering committees, and technical working groups, as well as other forums; contribute in coordination and presentation of IOM activities.11. Participate in relevant UN working groups and activities to contribute to the mainstreaming of migration related issues into United Nations Development Assistance Frameworks (UNDAF).12. Undertake duty travel as required to support coordination and monitoring activities for project implementation.13. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducation* Master’s degree in Water Resources Engineering, Hydraulics Engineering, Hydrology, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or, * University degree in the above fields with four years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.Experience* Experience in supervising the construction of dikes in low-income countries and hard to reach areas, particularly in South Sudan; * Experience in field supervision of flood mitigation infrastructure construction; * Experience working on World Bank-financed activities or other Multilateral Development Bank (MDB)-financed projects; * Experience working in Fragility, Conflict and Violence (FCV)-affected contexts; * Extensive experience in deep field and hard-to-reach area infrastructure construction, specifically including dikes, drainage systems, culverts; * Previous experience on the dike and flood mitigation infrastructure supervision; * Experience in working with field team members and Third-Party Contracted field engineers and casual laborers; * Experience working with contractors and suppliers to implement infrastructure and DRM infrastructure activities; * Experience and knowledge of understanding detail hydrological and flood modelling findings, design documents and able to implement accordingly; and, * Experience on coordinating field team on the implementation of flood mitigation projects.Skills* Proven ability to carry out field supervision of dike building and construction of other flood mitigation infrastructure; * Good knowledge of the UN System, NGOs and other international organizations/institutions; * Ability to maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders; * In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and, * Knowledge of UN and bilateral donor programming.LanguagesAll IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).For this position, fluency in English is required (oral and written).Working knowledge of Arabic is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.Required CompetenciesIOM’s competency framework can be found at this link.
