General context of the project
The humanitarian situation in the DRC remains complex and has deteriorated overall in recent years. It is made up of multiple, overlapping crises, particularly in the country's eastern provinces, which face endemic violence and armed conflict. Insecurity has led to repeated mass population displacements. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks on civilians and a high prevalence of gender-based violence.
INTERSOS has been present in the DRC since 2010 and is currently working in Ituri, North Kivu, South Kivu and Haut-Uele through protection programs, including protection monitoring in partnership with Fonds Humanitaire and UNHCR, as well as nutrition programs in partnership with WFP and UNICEF.
General purpose of the position
Support the Head of Mission in developing, defining and managing the mission program in accordance with INTERSOS strategies, plans, and policies.
Lead the development of new concept notes and project proposals in collaboration with the Deputy Regional Director and senior management team.
Supervise, coordinate, and provide quality support to project managers and program managers to develop and implement the program within the mission.
Main responsibilities and tasks:
Strategy and representation
Support the Head of Mission and SMT in the development, implementation and evaluation of the mission's strategy, program and project quality, in line with INTERSOS national strategy, policies and guidelines. Provide up-to-date information, input and recommendations for new and ongoing interventions in the country. In coordination with technical referents, the Deputy Regional Director leads the design and development of potential new funding opportunities and new concept notes/project proposals by writing the narrative and contributing to budget preparation, ensuring collaboration with all support departments (HR, Logistics, and Security). Carry out regular context analyses (socio-economic situation of the country, trends, donor needs and gaps) in order to identify funding opportunities. Is responsible for the correct study of data collected in the field and the detection of the population's needs, the study of the context, the translation of strategic macro-objectives into concrete actions, the analysis of the consequences of an INTERSOS intervention, the assessment of risks and constraints, and the definition of priorities. In coordination with the Chef de Mission, establish and maintain collaborative relationships with relevant donors, project stakeholders, local partners and other organizations working in the region. Establish strategic partnerships with local organizations and stakeholders wherever possible. In collaboration with the Head of Mission and technical referents, proactively participate in and represent INTERSOS at meetings with relevant donors and stakeholders.
