April 13, 2026 (1-year term, renewable)Daily rate: $110 - $175 CADLevel of effort: 20 days/month averageBACKGROUNDThe SkillShift program is a five-year (2025-2030) program funded by Global Affairs Canada and jointly implemented by Colleges and Institutes Canada (CICan) and the Department of Technical Vocational Education and Training (TVET) in the Mongolian Ministry of Education (MOE).SkillShift will :Support the MOE, the Mongolian National Council for Education Accreditation (MNCEA), and the Labour and Social Protection Institute of the Ministry of Labour and Social Protection to register, verify and implement National Vocational Qualifications (NVQs) within Mongolia’s newly drafted National Qualifications Framework (NQF).1. Support the MOE to develop and pilot Mongolia’s first national Technical Vocational Education and Training (TVET) leadership training program. 2. Support the MOE to develop and pilot a new national TVET gender equality policy. 3. Work with the MOE and the General Authority for Education to develop and deliver a standardized, national curriculum for pre-service and in-service TVET teacher training.SkillShift proposes to pilot qualifications implementation and the development of teacher and leadership training in three polytechnics, gather lessons learned and then support the creation of national level policies and programs. The polytechnics are: Arkhangai Vocational Training and Production Centre, Bayanchandmani Soum Polytechnic College, and Khovd Polytechnic College.JOB SUMMARYGeneral ExpectationsThe Program Consultant – TVET will be responsible for providing effective and efficient programmatic support to the SkillShift field office in Ulaanbaatar. Duties will include but not be limited to assisting stakeholders in planning and delivery of training resources, assisting in the revision and development of priority vocational occupational standards, supporting the updating and development of resources to support greater access to the TVET system, and other services as needed.The Program Consultant – TVET will work under the direction of the STA to support the day-to-day needs of the SkillShift office. The Program Consultant is also expected to work closely with all members of the SkillShift team in Mongolia and Canada.The assignment is expected to involve some travel within Mongolia.Responsibilities* Assist the MOE, pilot institutions, Canadian partners, the STA, and other stakeholders in planning and delivery of training resources for TVET managers and instructors on various leadership and instructional topics such as competency-based education, work integrated learning, stakeholder engagement and institutional management. * Support Canadian partners in the revision and development of priority vocational occupational classifications. * Lead the updating, development, and promulgation of resources to support greater access to the TVET system (i.e. women, people living with disabilities, rural communities, etc.). * Support the STA in advising government agencies at national and local levels through effective policy analysis, particularly related to program accessibility and relevancy to employers. * Research, analyze, and report on Mongolian and international current and best practices in TVET. * Support and advise program partners on delivery of thematic partnership activities as needed. * Provide communications support as required. * Provide interpretation and translation services (Mongolian/English) as required. * Present at program events/workshops and facilitate effective focus group discussions on topics related to TVET. * Perform other related duties as assigned.ReportingThe Program Consultant – TVET will report to and be supervised by the Senior Technical Advisor or designate in the SkillShift Field Office, in close collaboration with the Ottawa-based Manager of Operations. The Program Consultant – TVET is expected to work with a high degree of independence and autonomy.Qualifications and Competencies* Full fluency in Mongolian and English (written and spoken). * Mongolian citizen or legally permitted to work in Mongolia. Note: CICan will not provide a work permit or sponsor individuals. * Recognized diploma or degree (or equivalent experience) in a related field (e.g. education, international development, business administration). * A minimum of 3 years’ experience in a similar role within the TVET sector in Mongolia with an international organization. * Demonstrated ability using Microsoft Office Suite. * Ability to work in office and from home as needed. * Ability to work late evenings as needed with Ottawa-based team. * Ability to prioritize and organize work effectively and efficiently under pressure and tight deadlines. * A diligent work ethic and professional behaviour. * Excellent organizational, communication, and interpersonal skills. * Ability to work both independently and collaboratively in a team.HOW TO APPLYHow to ApplyInterested candidates should submit a cover letter and CV with three references as one PDF file not exceeding 8 pages to [email protected] with the title on the subject line, Program Consultant -TVET Application – (your name).
