This integration aims to unify operations, strengthen programmatic delivery, and ensure a coherent and cost-effective organizational structure. The process involves significant change across systems, teams, and in a gray legal context, requiring expert guidance and hands-on execution from a People & Culture perspective.Role SummaryThe P&C Change Management Lead will drive and implement the integration process, ensuring that change is thoughtful, legally compliant, and culturally sensitive. This is a hands-on, execution-focused role that goes beyond advisory support. The Lead will actively design, deliver, and embed change management strategies, tools, and systems, working closely with leadership and HR teams to ensure operational success.Main Responsibilities1. Change Management & Leadership Support• Develop and execute a tailored change management for P&C aligned with IRC’s values and the Sudan context.• Facilitate inclusive and transparent communication across teams.• Coach senior leaders and actively support them in managing change and fostering team resilience.• Establish feedback mechanisms to monitor staff sentiment and adapt strategies.2. Legal Risk & Compliance (P&C Lens)• Identify and manage legal and compliance risks related to workforce transitions and restructuring.• Partner with Sudanese local counsel, the IRC’s Office of the General Counel, and Global P&C to ensure labor law compliance.• Lead documentation and due diligence processes for staff transitions.3. Culture & Organizational Alignment• Conduct cultural assessments and translate findings into actionable integration activities.• Implement strategies to support cultural cohesion, shared values, and ways of working.• Facilitate inclusive practices and psychological safety during the transition.4. HR Advisory & Operational Support• Provide direct support and guidance to local HR teams on contracts, onboarding/offboarding, and policy harmonization.• Support alignment of HR systems and workflows across both programs.• Ensure consistent application of IRC policies and practices.5. Data Management & Documentation• Establish and manage documentation protocols for integration-related decisions and communications.• Oversee accurate and secure management of workforce data and transition records.• Create and deploy templates, trackers, and reporting tools.• Maintain centralized records to support transparency and future learning.6. Best Practices & Knowledge Sharing• Embed change management best practices into the integration process.• Document lessons learned and successful approaches.• Produce guidance materials and presentations for internal learning.Key Deliverables• Change Management Strategy & Implementation Plan – including stakeholder mapping, communication plan, and feedback mechanisms.• Legal & Compliance Risk Assessment Report – with actionable recommendations for leadership and HR colleagues for mitigating risks related to workforce transitions.• Cultural Integration Framework – outlining key findings, strategies, and activities to support cultural alignment.• HR Integration Toolkit – including templates, guidance documents, and process maps for local HR teams.• Centralized Documentation System – for tracking decisions, communications, and data related to the integration process.• Monthly Progress Reports – summarizing activities, challenges, and recommendations for leadership.• Final Integration Review & Lessons Learned Report – capturing insights, outcomes, and recommendations for future transitions.Preferred Profile• Proven experience leading and executing change management initiatives in humanitarian or development settings.• Strong understanding of IRC systems, policies, values, and organizational culture.• Demonstrated ability to assess and manage legal and compliance risks from a P&C perspective.• Proven track record of advising senior leadership and managing complex, large-scale transitions.• Skilled in data management, documentation, and knowledge sharing.• Hands-on, proactive, and solutions-oriented approach to problem-solving.• Experience working in Sudan or similar contexts is an asset.PROFESSIONAL STANDARDSAll International Rescue Committee workers must adhere to the core values and principles outlined in IRC Way - Standards for Professional Conduct.
