Contract Type: Consultancy Vacancy Date of Issue: 10 March 2026 Vacancy Closure Date: 15 March 2026 National or International consultancy: National (LEBANESE NATIONALS ONLY)To review the full Terms of Reference (TOR), please follow link:https://drive.google.com/file/d/1DwUV7V9qIapOgoB3KK4jt8J5hjMnP-si/view2 - BackgroundUNDP climate change project is supporting the Ministry of Environment (MoE) in raising environmentaland climate awareness and increasing public engagement through consistent and accessiblecommunication.In addition to producing communication and knowledge products disseminated via UNDP’s social mediaplatforms, this assignment aims to assist the Minister and her team in amplifying these messages acrossthe MoE’s own social media channels.Given that the Minister’s office currently lacks dedicated staff to undertake such tasks, UNDP isproviding temporary support by procuring an Outreach and Visibility Expert to create content in linewith UNDP’s deliverables and strengthen social media presence through partner channels. therebyexpanding outreach and visibility.3 - Scope of work, responsibilities and description of the proposed analytical workThe tasks mentioned below shall be performed in close cooperation with the UNDP BTR projectmanager:Task 1: Online Outreach and Visibility Support s Engagement(Monthly Tasks)1. The Consultant has to develop a visibility and outreach calendar each month, outlining keyopportunities, events, and campaigns to promote the Ministry’s image and UNDP-supportedinitiatives.2. The Consultant has to develop research visibility actions around major environmental and climatemilestones, ensuring alignment with the Ministry’s communication strategy.3. The Consultant has to provide on-site Visibility Support: Instructions on how to prepare andimplement visibility plans during events, including branding, banners, signage, and visualdocumentation (photos and short videos):4. The Consultant has to develop and post 10 social media posts, with captions (Arabic – English) andbasic visuals5. The Consultant has to develop 1 simple reel or short video6. The Consultant has to develop a basic Social Media summary7. The Consultant has to develop post-event Communication and Archiving8. The Consultant has to develop a basic Social Media summary4 - Expected Outputs and DeliverablesRegular coordination meetings with the UNDP BTR Project Manager will be required. The assignment will beundertaken by a national consultant with expertise in strategic communications, stakeholder engagement,media outreach, digital content development, and visibility compliance in line with UNDP and donorguidelines. The consultant will ensure effective dissemination of project results, strengthen stakeholderawareness, and enhance public visibility of the BTR initiative. The work is office-based, and no travel isanticipated for the completion of this assignment.5 - Institutional Arrangementa) The Consultant will be accountable to UNDP’s BTR project manager for all matters relating to thepreparation of the deliverables, as well as abiding by the deadlines set. During this process, theConsultant will brief UNDP’s BTR project manager about the progress. The supervision will includeapproval/acceptance of the outputs as identified in the previous section.b) In the event of delay, the Consultant will inform UNDP promptly so that decisions and remedial actionmay be taken accordingly.c) Should the UNDP Country Office deem it necessary, it reserves the right to commission additionalinputs, reviews, or revisions (including omissions), as needed to ensure the quality and relevance of thefinal Report.d) Any public speaking (including social media usage) about the activity (whether with the target groupsor indirect) should be coordinated with UNDP.6 - Duration of WorkThe assigned duration for this consultancy is 5 months with 15 working days per month.7 - Duty StationThe consultant’s work will be office-based, with meetings with the UNDP BTR project manager.8 - Standard Minimum QualificationEducation· A university graduate with a minimum of a bachelor’s degree in Media, Journalism, Public Relations, or any related field.· At least 2 years of overall relevant experience in communication, outreach, or media-related fields,preferably within development organizations, media institutions, or public sector entities.Language: Fluent in English and Arabic (both oral and written).“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment”.HOW TO APPLYHow to ApplyTo apply for this position please choose one of the two options below:1.
