CONSULTANCY: INDEPENDENT REVIEW OF RLMF DIRECT FUNDING MODEL (TOGO)Sightsavers, in partnership with the Reaching the Last Mile Fund (RLMF), is seeking an independent consultant to review the 2025 pilot of RLMF’s Direct Funding Model in Togo.RLMF is a multi‑donor financing mechanism supporting national neglected tropical disease (NTD) elimination programmes across sub‑Saharan Africa. In 2025, RLMF piloted an innovative approach in Togo, with funds flowing directly to the Ministry of Health, in partnership with Sightsavers. This consultancy will assess how the model functioned in practice and generate learning to inform future use.SCOPE OF WORKThe consultant will assess implementation, performance and learning from the pilot, including:* Design intent and implementation fidelity * Use of flexibility in practice * Programmatic, technical, financial and institutional performance * Stakeholder perceptions of accountability and sustainability * Clear, prioritised recommendations for future implementationKEY DELIVERABLES* Inception report / workplan * Draft and final review reports * Facilitation of stakeholder validation meeting(s)REQUIREMENTSEssential:* Experience conducting programme reviews or evaluations in health or development contexts * Strong understanding of donor funding and government‑led implementation models * Experience using mixed‑methods approaches * Excellent analytical and report‑writing skills * Fluency in French and English (written and spoken)Desirable:* Experience with NTD programmes * Familiarity with the Togolese health system * Experience facilitating participatory workshopsPRACTICAL DETAILS* Duration: ~6 weeks * Location: Remote, with one visit to Togo (possible UK visit) * Start date: April / May 2026 (TBC)Please read the Terms of Reference carefully.HOW TO APPLYHow to Express Your InterestSightsavers is committed to running a fair and transparent tender process and ensuring that all bidders are treated and assessed equally during this process.
