The REACH Finance Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The REACH Finance Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.Location: Damascus, SyriaKey performance Indicator:* Accuracy in BFU and Allocation Table production * On time and accurate submission of CFU/DFU and accountancy * On time and accurate preparation of financial reports and budgets * Proactivity in following up on finance tasks.Job PurposeThe REACH Finance Officer is responsible for ensuring sound financial management, transparency, and compliance with internal policies and donor requirements. This role involves financial reporting, internal audits, risk mitigation, and ensuring adherence to donor and organizational policies. The officer will support budget preparation, financial monitoring, and compliance oversight, ensuring that financial and operational risks are effectively managed.Objectives.Ensures sound financial management is followed for all aspects of IMPACT/REACH Syria finances.Meets all financial budgeting and reporting deadlines.Works closely with Acted Syria finance and IMPACT regional finance to ensure that all financial processes are implemented on time and at high quality.Duties and Responsibilities:Budget preparation and contractual review:* In coordination with the IMPACT CR, IMPACT RFM, and Acted CFM, prepare budgets based on allocation tables, forecasting, and consultations with program teams. * Act as focal point for coordinating inputs or submission to Acted and IMPACT senior management and HQ teams. * Follow up on validation of budget and make changes to budget as required by HQs or country management.Accounting flows and data review:* Respect and follow up of Acted’s accountancy procedures * Supervise the documentation filing and archiving process as necessary * Review that SAGA entries each month align with Acted standards * Work with Acted finance team to ensure that payments are prepared and issued on time and according to budget forecasts.Cost analysis* Review costs and forecasts and suggest potential reallocations * Regularly update forecasts and provide cost analysis to IMPACT CR to support financial decision-making and budgetingTitanic and payment follow up* Generate, share, and check HR Titanic on a monthly basis * Prepare, check, and send requests for payment for IMPACT Syria missionBudget control and allocations* Update the monthly BFU, CFU, DFU for all IMPACT projects in collaboration with Acted Syria finance and IMPACT regional finance. * Update monthly the allocation tables for HR and running costs * Provide monthly analysis to IMPACT CR of financial risks and work with IMPACT CR, IMPACT RFM, and Acted CFM to re-allocate costs as necessary to ensure tables are financially sound.Reporting and audit* Prepare IMPACT Syria financial reports or IMPACT component of financial reports for Acted reports on time * Share IMPACT reports with relevant stakeholders within Acted and IMPACT for validation * Follow up on validation and ensure that reports are submitted on time * Attend audits as requested by Acted finance team * Prepare IMPACT inputs and coordinate with IMPACT HQ to provide inputs as requested by Acted finance teamOther financial tasks* Act as IMPACT Syria focal point for all financial matters * Take responsibility for and follow up on all relevant financial tasks * Regularly update IMPACT CR on work plan and work load to ensure that all deadlines can be met * Support on any other financial task related to IMPACT Syria’s financial health.Qualifications:* University degree preferable in accounting, finance, economics, business administration or equivalent. * At least 3 years of relevant experience. * Very good knowledge of excel, word, and outlook * Familiarity with accounting software (e.g. 1C; SAGA, QuickBooks) * Extreme attention to detail, with an ability to spot numerical errors * Self-Organizational skills and ability to work independently * Previous experience in NGO/INGO preferred * Ability to communicate in both Arabic and EnglishHOW TO APPLYInterested and qualified applicants should apply by filling out the application form through this linkFinance Officer- REACH – Fill out formOnly the shortlisted candidates will be contacted.By applying for this position, you certify that all the details of your current application, are true to the best of your background and knowledge.
