Relief International (RI) is an international non-profit organization that partners withcommunities impacted by conflict, climate change and disaster to save lives, build greaterresilience and promote long-term health and wellbeing.Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, andthe Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Educationand Livelihoods programming that creates the foundation for community resilience.We do this by working with local actors to develop safe and inclusive local programming that isevidence based, conflict sensitive, climate smart, and reaches those in need.Relief International is an alliance of four organizations with one shared mission, comprised of ReliefInternational, Inc., Relief International-France, Relief International-UK and Relief InternationalEurope, which operate under a one-team concept under a single senior leadership team.- Job ProfileUnder the direct supervision of the Finance Manager, the primary responsibility of the Financeassistant is to liaise regularly with Country Mission Damascus focus but also engagement with allother field locations, assist in books closing, accounts are properly reconciled, receivables andpayable schedules are up to date; the Finance assistant will be responsible for all matters relatedto Payments in Damascus, would liaise with the CPA, local tax and other authorities, Banks andalternative providers to ensure daily operations of Finance Department in Damascus are properlyand timely functioning in respect to local regulations and organizational and donor requirements.- Key Responsibilities Accounting :• Support accounting entries and financial processes for Damascus office and conduct dailyposting.• Booking Damascus office and staff payments on time.• Support monthly finance closing– Damascus level on time.• Establish a good tracking system for advances and for all prepayments and ensure thatclearance of advance payments is made on time.• Record payment vouchers daily in the cash and bank sub-journals and later in the NetSuitesystem. Payments and Reporting :• Collaborate with the Banks and other providers to ensure that queries related to paymentsare timely resolved (return payments, under/over payments of staff, suppliers andcontractors incorrect account details etc).• Verify Damascus office expenses, expats allowances, travel claims and other cashpayments.• Process expats monthly salary advances and housing allowances payment in light of RIpolicies and appropriately book in NetSuite system• Perform daily cash count and update status of bank book.• Support payroll payment processing of Damascus office staff.• Maintain custody of the office petty cash fund and make daily payments of approvedtransactions.• Ensure cash liquidity is maintained at proper levels and request funding timely through RRFs• Support Field locations with Payroll Processing (including payment request, processing,execution of payments, uploading into different platforms/databases, booking of expenses)• Assist Finance Compliance Specialist on the CPA, governmental requirements and reporting.Filing, Retention and Audit Readiness• Maintain full computerized and up-to-date filing system for the Damascus office in theAccounting System - Netsuite and Box / SharePoint for audit ready purposes.• Prepare photocopies and/or scans of vouchers and other supporting documents as requiredfor the monthly reporting package to HQ Finance.• Support with Audit missions by sharing the support documents for audit sampleOther• Occasionally travel to Country Field or other locations for gap filling of finance staff.• Perform other duties as required.Safeguarding• Uphold and promote RI’s commitment to ensuring the safeguarding and safety of thevulnerable communities we serve.• Consistent with RI’s safeguarding and protection policies, ensure all people who come intocontact with Relief International are as safe as possible.Behavior and Conduct• Will ensure the highest standards of behavior inside and outside of work promotes thevalues in RI’s code of conduct and safeguarding policies• Will be a model for ethical conduct standards for other team members• Will ensure own actions and the actions of the teams members they manage do not impactthe safety of the RI team and the vulnerable communities we serve• Will ensure external stakeholders are aware of RI conduct and reporting mechanisms• Report any concerns. Person SpecificationSkills, knowledge and expertise required for the role.Essential criteria• University degree in accountancy, finance or business management.
