Job Title: Finance & Administrative Officer (West Bank)Location: West Bank (with occasional field travel)Reports To: Office Manager and Regional Operations ManagerContract Type: Full-time (renewable)Salary: 1250 USD MonthlyPURPOSE OF THE ROLESupport the organization’s programmes in the West Bank by ensuring accurate financial management, compliant administration, and efficient office operations, in line with donor requirements, organizational policies, and local regulations.KEY RESPONSIBILITIES1) FINANCE & ACCOUNTING* Maintain accurate financial records (cash, bank, advances, and journal entries) and ensure timely posting in the accounting system. * Prepare and verify Payment Vouchers (PV), Receipt Vouchers (RV), and supporting documentation (invoices, contracts, quotes, approvals). * Manage petty cash operations: replenishment, cash counts, reconciliations, and secure storage. * Support bank and cash reconciliations on a regular basis and investigate any discrepancies. * Track staff advances, settlements, and follow up on outstanding balances. * Support monthly/quarterly financial closings and ensure completeness of documentation for audits.2) DONOR COMPLIANCE & REPORTING SUPPORT* Ensure expenses are compliant with donor rules, approved budgets, and internal SOPs (eligibility, allowability, reasonableness). * Support preparation of Budget vs Actual (BvA), expense tracking sheets, and documentation packages for donor reporting. * Maintain organized filing (physical and electronic) for finance documents, ensuring audit-readiness and retention standards.3) PROCUREMENT & ADMIN SUPPORT (COORDINATION/COMPLIANCE)* Support procurement documentation process: RFQs, comparative bids, vendor selection minutes, purchase requests, and purchase orders. * Liaise with procurement/logistics staff (if applicable) to ensure finance checks (budget availability, coding, approvals) before payment. * Ensure vendor invoices are accurate and matched to delivery notes/GRNs and approvals.4) HR & ADMINISTRATIVE OPERATIONS* Support HR admin tasks such as staff files, attendance records, leave tracking, contract documentation, and onboarding/offboarding checklists. * Coordinate office administration: supplies, service contracts, utilities, and office maintenance requests. * Support travel and logistics arrangements (transport, accommodation, per diems) and ensure proper documentation and settlement.5) COMPLIANCE, CONTROLS & RISK MANAGEMENT* Apply internal controls consistently (segregation of duties, approval workflows, supporting documents). * Report suspected fraud, misuse, or policy breaches through established channels. * Ensure confidentiality and data protection when handling staff/vendor information.6) COORDINATION & COMMUNICATION* Coordinate with programme teams to ensure timely financial processes for activities and field payments. * Provide timely updates to supervisors on cash needs, pending payments, and documentation gaps.DELIVERABLES* Accurate PV/RV packages filed and posted on time. * Cashbook/petty cash reconciliation completed as scheduled. * Up-to-date advance tracker and settlements. * Monthly finance folder ready for review/audit. * Admin/HR trackers maintained (attendance, leave, staff files).REQUIRED QUALIFICATIONS* Bachelor’s degree in Accounting, Finance, Business Administration, or related field. * Minimum 2–3 years relevant experience in NGO finance/admin (West Bank experience is a plus). * Strong knowledge of financial documentation, internal controls, and basic procurement documentation. * Experience with accounting software (e.g., QuickBooks, Dynamics, SAP, Sage) and strong Excel skills. * Fluency in Arabic and good working English (written and spoken).SKILLS & COMPETENCIES* High attention to detail and strong filing discipline. * Integrity, confidentiality, and compliance mindset. * Ability to work under pressure and meet deadlines. * Strong coordination and communication skills. * Problem-solving and proactive follow-up. * Disclaimer: * Code of Conduct: We uphold a strict Code of Conduct that prohibits any form of misconduct, including sexual exploitation and abuse, trafficking in persons, and violations of ethical standards.
