The purpose of the consultancy is to develop a programming package that will complement existing project models and program approaches to support Field Offices improving their systems strengthening activities in Education. The package will be targeted at Field Office technical and operations staff.Inception, needs assessment, and definition* Review of CPMs, approaches, and mapping catalogue and case studies * Brief needs assessment and proposal for additional consultation or research * Define objectives for systems strengthening * Defining our value add and lens through which we see systems strengthening in World Vision educationFramework design* Design of Theory of Change for World Vision’s Education Systems Stren guidance, aligning with WV Holistic learning frameworks (including Nurturing Care. EiEPC, and Positive Youth Development) and other relevant frameworks (e.g. GEDSI framework) * Create a programming categorisation matrix according to the framework to map existing systems tools (including tools that can be leveraged for systems strengthening) and identify gaps for tool developmentPreliminary toolkit design* High-level design plan for systems strengthening tools * Align high level outline with measures/indicators, with priority on Core indicators in the Child Results framework, and recommendations on any new indicators neededPrototype design* Prototype development of 2-3 proposed tools * Soft test/feedback with Field Office SMEsConsultant Profile* Business registry in the country in which the company or consultant is based. * Degree in education, social science, international development, or related field. * Current knowledge of global trends, debates, and evidence in the education sector (across the life cycle 0-18 years) to inform programme development and strengthen external perspectives. * Strong experience in Education programme design across various contexts, geographically and programmatically.Familiarity with WV / INGOs programming, systems, and safeguarding practices preferred.HOW TO APPLYIf you are a business registered consultant with matching qualification, please send an expression of interest to have the details of this requirement to later be able to participate to bid to : [email protected] by maximum the 20th of Feb 2026, and not later, as later notifications will not be accespted.Title of the email to be : EOI 4091556 - FY26 Education Systems Strengthening Package Consultancy
