CRS has been supporting humanitarian work of local partners in Lebanon since 2007.Job SummaryYou will manage and/or coordinate the operational needs of the Emergency Response in Lebanon, in following operational functions: Logistics, Procurement, Administration, Field Movement Safety and Security - in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will promote stewardship of resources, help ensure principled compliance, proactively identify risk issues, and under supervision lead operational improvements. This position is open for Lebanese nationals and will be based in Beirut with regular field travel. Support and travel may be requested to Syria and/or Iraq.Roles and Key Responsibilities* Lead logistics preparations and interventions to support the emergency work of CRS. * Ensure CRS has access to implement its emergency intervention, this includes leading the coordination with UN organized humanitarian convoys, field trips preparation to hard to reach areas, etc. * Provide close operational support (mainly procurement, logistics, Admin, and field movement) to CRS local partners, where needed, in close coordination with the Head of Operations based in Lebanon and Acting Country Manager based in Iraq. * Has the ability and mobility to travel in the field in Lebanon, Syria and Iraq. * Manage and track field movements safety and security procedures. * Support the Head of Operations in monitoring safety and security risks and provide advice on the evolving security situation as needed. * Responsible for CRS procurements in-country, closely adhering to CRS procedures and protocols. * Responsible for in-country admin and logistics, including support for staff travel arrangements. * Networking and coordinating with the logistics cluster, Hulo, and other relevant initiatives. * Coordinate and monitor day-to-day emergency operations, including making regular field visits, to ensure support services are delivered with high-quality in an efficient manner. Identify and help address challenges that affect the proper stewardship and optimal utilization of program assets and resources (financial, human, and material). * Manage or coordinate operations functions – systems, processes and staffing – that meet CRS’ standards, donor requirements, and local regulations and support high-quality programming. * Contribute to a positive team dynamic and staff well-being.Basic Qualifications* Bachelor’s Degree in Business Administration, Finance, Accounting, or other relevant field. * Minimum of 7 years work experience in operations, procurement, logistics, access, or administration officer/support level position with progressive responsibilities. * Additional education may substitute for some experience; additional experience may substitute for some education. * Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems. * Experience with Emergency Humanitarian Interventions. * Experience with the NGO sector.Preferred Qualifications* Master’s degree preferred. * Management experience a plus. * Understanding of financial systems, including budgeting and budget/expense analysis experience is a plus. * Knowledge of multiple public donors’ regulations, including USAID, etc. is a plusKnowledge, Skills and Abilities* Good strategic, analytical, systems thinking, and problem-solving skills and ability to make sound judgment and decisions. * Good relations management abilities.
