1 - POSITION INFORMATION* VA No.: UNDP/LBN/VA26/037 * Position Title: Data Entry Clerk * Duty Station: The Data Entry Clerks will be based at the Higher Judicial Council – Adliyeh – Beirut * Duration: 30 working days spread over a period of 3 months from Contract’s signature. * Contract Type: Consultancy * Vacancy Date of Issue: 10 March 2026 * Vacancy Closure Date: 15 March 2026 * National or International consultancy: National (LEBANESE NATIONALS ONLY)To review the full Terms of Reference (TOR), please follow link:https://drive.google.com/file/d/1QA8V0uCr9GfGGi2-r4iu5uNywYA7Tm7m/view2 - BACKGROUNDAs part of its commitment to enhancing the independence, efficiency and accessibility of justice institutions,UNDP has provided multi-faceted support to the Higher Judicial Council (HJC).The Higher Judicial Council is responsible for “ensuring the proper functioning of the judiciary, its dignity andindependence, and the functioning of the courts, and with taking the necessary decisions in this regard”.As part of its support to the HJC, UNDP has ensured the development of a customized managementsystem/database that would consolidate information on human resources, infrastructure and performance ofthe justice system. This database would, amongst others, help inform the Council’s decision-making onresource allocation and support performance management processes.To facilitate systematic consolidation and high-precision entry of records in the database, UNDP is seeking twoData Entry Clerks.3 - SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORKUnder the guidance and supervision of the UNDP Judicial Reform Officer and in coordination with the HJC focalpoint, the Data Entry Clerk(s) will support the consolidation, verification, and entry of data into the newlyestablished database.The key responsibilities and scope of work include, but are not limited to, the following:2.1 Data Consolidation and Verification• Compile and organize relevant documents received by the Higher Judicial Council.• Cross-check data to identify inconsistencies or missing information.2.2 Data Entry and Processing• Enter validated data into the judicial database in accordance with predefined formats.• Ensure that all fields are completed accurately, following standard operating procedures.• Update, correct, and maintain records as new or revised information becomes available.• Flag any technical issues encountered within the database and coordinate with the UNDP technicalteam for troubleshooting.2.3 Data Confidentiality• Maintain strict confidentiality regarding all judicial information.2.4 Reporting and Coordination• Provide monthly progress reports to UNDP and HJC, including summaries of data entered andchallenges encountered.• Participate in coordination meetings and briefings with UNDP and HJC teams.4 - EXPECTED OUTPUTS AND DELIVERABLESThe Data Entry Clerk(s) are expected to submit monthly progress reports reflecting the aforementioned tasks.The total duration of the contract should not exceed 3 months (with number of working days per month notexceeding 10 days).5 - INSTITUTIONAL ARRANGEMENTS• The consultant will work under the overall guidance of the UNDP Judicial Reform Officer and in closecoordination with the High Judicial Council focal point.• The title rights, copyrights and all other rights whatsoever nature in any material produced under theprovisions of this TOR will be vested exclusively in UNDP. UNDP has full ownership of the activity and ofits final product. Thus, any public mention (including through social media) about the activity should stateclearly that ownership. In addition, any public appearance related to the activity should be coordinatedand approved by UNDP.• UNDP will be responsible for providing the contractor with all necessary materials related to the projectin a timely, thorough, and transparent manner. UNDP will be also responsible for providing clarificationsand facilitation of work.• The consultant shall rely on his/her own means of communication and shall commute from/to place ofresidence to duty station at his own expense.6 - DURATION OF WORKThe assigned duration for this consultancy is three months:7- DUTY STATIONThe Data Entry Clerks will be based at the Higher Judicial Council – Adliyeh – Beirut.STANDARD MINIMUM QUALIFICATIONSEducation· A High School Degree, in addition to Bachelor Degree in Business Administration, Information Technology, Legal Studies, or a related field are required.· Experience in data entry, database management, or administrative support.Language: Fluent in English, French and Arabic (both oral and written).“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment”.HOW TO APPLYHow to ApplyTo apply for this position please choose one of the two options below:1.
