The purpose of the role is to lead the design and implementation of ProLAC advocacy and communication strategy. The ProLAC Advocacy and Communication Adviser will be part of the regional ProLAC Initiative team led by the Norwegian Refugee Council (NRC) and the Danish Refugee Council (DRC).The role includes, lead the development of an advocacy strategy and work plan for ProLAC, in close coordination with ProLAC partners and the technical committee. Further the placeholder will develop advocacy and communication products based on ProLAC analysis and data ensuring ProLAC’s advocacy priorities are rooted in evidence. The Advocacy and Communication Adviser will also provide support to ProLAC partners in developing advocacy and communication products and, when necessary, in carrying out advocacy initiatives, jointly with partners at the country level.WHAT YOU WILL DO* Jointly with partners, develop, coordinate and implement ProLAC’s regional advocacy and communication strategy and workplan. * Conduct stakeholder and power analysis to identify entry points and influence opportunities at national and regional and global levels. * Analyze protection patterns and trends emerging from ProLAC data and products to shape strategic advocacy messaging that translates evidence into action and advances positive change for affected population * Utilise ProLAC data to influence international, regional and national policy discussions on protection needs and risks in Latin America and the Caribbean * Draft advocacy reports, briefing notes, talking points, op-eds, and other products targeted at governments, UN bodies, and media. * Provide policy briefings and analysis to ProLAC Steering Committee to ensure coherent advocacy positions.Please download the detailed job description to learn more about the position.What you will bring* An advanced degree in law, political science, human rights, international relations, forced migration and/or refugee studies, or related field. * At least 5 years of experience in advocacy, policy, or humanitarian/human rights work, including at least two years’ experience in Latin America and the Caribbean. * Experience using research, data, and analysis to inform advocacy strategies and policy engagement. * Proven ability to develop and implement evidence-based advocacy strategies. * Ability to liaise with a broad range of stakeholders in complex political environments to advance advocacy objectives. * Solid understanding of global protection standards and principles, and regional refugee, displacement and legal and policy frameworks in Latin America and the Caribbean. * In-depth knowledge of the political, legal and humanitarian context context in Latin America and the Caribbean * Exceptional writing skills and the ability to distil complex legal, protection, and policy issues into accessible and compelling advocacy messages. * Experience drafting advocacy reports, briefing notes, and messaging tailored to donors, media, and public audiences. * Strong analytical and political judgment skills to anticipate challenges and identify opportunities for influence. * Demonstrated ability to work collaboratively across departments and organisations to achieve advocacy objectives. * Experience engaging with senior decision-makers in government, UN, and donor institutions. * Technical knowledge of the humanitarian and human rights sectors. * Previous experience from working in complex and volatile contexts. * Documented technical competences related to the position’s responsibilities. * Documented results related to the position’s responsibilities. * Fluency in English and Spanish both written and verbal.WHAT WE OFFER* Duty station: Bogotá, Colombia * Contract: fixed national contract end of April 2027 * Travel: 30% * Salary/benefits**: grade 8 on NRC’s salary scale**, with accompanying terms and conditions * NRC is an equal opportunities employer. The increasingly overlapping crises are leading to an unprecedented regional protection crisis with record numbers of transcontinental population movements. In this context, the most vulnerable face multiple protection risks and rights violations along the displacement route. This scenario calls for greater efforts from protection actors in joining capacities to efficiently produce congruent and comparable data and information to inform the humanitarian and protection response. A unified protection monitoring system is the cornerstone to improve articulated regional protection responses and promote the centrality of protection across all sectors overcoming fragmented analysis based on geographical locations and nationalities.To address this gap, DRC and NRC established ProLAC, a regional protection information management system.
